(FEMA) To be eligible for serious needs assistance, a survivor would have to a first apply for FEMA assistance. They need to apply for FEMA assistance within the first 30 days of that declaration. A home inspection will be issued, and there has to be verified damages to the home, and also, they need to state that they have an emergency need, they're displaced, need shelter, or have existing emergency costs due to the disaster.
